Acts of the XII Provincial Chapter of the Auglo-Libertarian Province
of the
Congregation of the S. S. Cross & Lassion D. V. P. C.
Held in St. Paul's Rebeat Dublin
July 1890

In accordance with the circular letter of the V. R. Is recent of the Lacred Heart of Jesus Provincial, dated 24th April 1890 and issued to all the superiors of the Province, the Capitular Jathers assembled in St. Paul's Rebeat Dublin on the 3rd July 1890 to assist at the Indum in preparation for the chapter, summoned for the 6th of July.
First Meeting.
At 9 O'block on the morning of the 3rd July was held the first preliminary meeting, the V. R. M. Thomas of the B. V. M. presiding and all the Capitular Jathers being present. After invoking the assistance of the St. Spirit the letter of delegation from the most Rev. Jr. General, appointing the V. R. Jathers Thomas of the B. V. M. President of the Chapter, was read. The Rector & the lighter superiors then handed in their pagellas and seals of office which the V. R. Is Mary of Jesus Criscifer was appointed secretary to the preliminary conferences.
The Arrentories of the Rebeats, the certificates of the due celebration of the masses and of the keeping of the Archives having been presented, the V. R. M. Dominic Gerard and Authory were appointed to examine them, as also the financial condition of the Rebeats.
Afterwards the assembled Jathers, each in turn, commencing with the V. R. President, proposed those matters which were to form the subject of subsequent deliberations. The meeting closed at 11-46, A. M.
Second conference.
The Jathers assembled in the Chapter Room at 4. P. M. when further matters regarding the regular observance and discipline were submitted to their consideration. The meeting closed at 6-30 P. M. with the usual prayers.

Third Conference
On the morning of July 4th the Capitular Pathers again met together at the usual hour, the first matter brought under their consideration

was the advisability of admitting to Holy Orders two Museuts of the Retreat who had failed in their examination at the Archbishops House. These students were called in and examined by the V. R. F. President and the V. R. F. Wilfrid.
A Telegram was received from the Most Rev. F. General conveying to the Chapter the Observing of our Holy Father Leo. XIII and the expression of his own paternal affection. The financial condition and the prospects and work of the houses of the Province were next considered. The conference cuded at 12. noon.
Fourth Conference.
On the afternoon of the same day the reading of the financial statements by the Metros was continued and other matters connected with the well-being of each Retreat were inquired into.
Fifth Conference.
The Fathers assembled at 9. A. M. on Saturday July 5th. After the opening prayers the V. R. F. President called attention to chronicles of the Province written by the R. F. Salvian, and by him presented to the Chapter. The Fathers wished to record their thanks to the Rev. F. Salvian for his deligence in preserving some account of many notable events connected with the establishment of this province. The V. R. F. Daniel Superior of st Brides Deuty was called and gave an account of the financial state of that Hospice and of its future prospects. The oath "De Secreto Servando" was then taken by all the Capitular Fathers after which followed the discussion on the merits of those enjoying the passive role. The meeting dissolved at 12-45 P. M.
At 3 P. M. The Capitular Fathers together with the religious community assembled in the Choir to recite Vespers after which the V. R. F. Wilfrid on the test from St. Paul to Timothy. "O Timothy Keep the deposit of Faith ..... Attend to thyself and to Doctrine, be earnest in them for thus thou shall both save thyself and them that hear thee."
He expressed the pleasure of the whole Order to-day at the state of the Auglo Ribernian Province; how in it is preserved intact the deposit received from St Paul of the Cross and how the religious night to pray to the Holy Spirit to find superiors who will attend to themselves and to doctrine & be in earnest and thus continue to preserve the observance of our Holy Public intact.

Sixth Conference.
At 4. P. Ch. the Fathers assembled in the chapter room when the merits and demerits of was continued first of those outside the chapter and

next of the Capitular Fathers. The conference concluded at 7-30. P. m.
Vict Lession.
At 8:00 clock on the morning of July 6th the Teast of the Precious Blood Solemn High Chars 'De Spiritu Sancti' was seen by the V. R. & Vincent Provincial. At 9:30 the ecclesiastic religious community assembled in the Church and from thence went in procession to the Chapter Room singing the 'Vental Registri'. After the usual prayers the President in the prescribes form dismissed those not having the active voice the Capitulars alone remaining.
The veni Creator having been seen the President in a brief teast appropriate address impressed upon the electors the grave and responsible duty which they had to perform. Afterwards all the formalities prescribed by our Holy Rule and the sacred Canons were carefully observed. The names of the Capitular Fathers were called and the following responded "adeum"

After the customary acts of Humility were performed and the "absoluto at cautelam" given, the protest of not attending the unworthy and of not encluding the worthy was made. The V. R. & President then asked whether they considered the chapter lawfully convoked and was answered in the affirmative. The Pontifical decree "Contra solicitantes" was also read. The secretary of the Chapter was next elected and the choice fell upon the V. R. Father.

chapter forthwith proceeded to the election of the Provincial. After the first scrutiny the V. Rev. Mr. Vincent addressed the electors declaring his unworthiness and unwillingness to any longer govern the Province and earnestly begged them to choose some other person to hold the high office. At the third scrutiny the V. R. Mr. Gregory of St. Joseph received the necessary number of votes and the secretary having obtained the "Placet" of the Chapter published the election in the usual form.
The election of First Provincial Consultor was next proceeded with and on the first scrutiny the V. R. Mr. Vincent of the Sacred Heart of Jesus was chosen. After which the Chapter elected as second Provincial Consultor the V. R. Mr. Wilfrid of the St. Heart of Mary, he having on the second scrutiny the due number of votes.
The V. R. Mr. President next proposed the election of Moster of Novices for the noviciate of Broadway. As in the previous avalance two scrutinies were sufficient to secure an election. The V. R. Mr. Paymont of Albrian being chosen for the office.
The election of the Rectors was next proceeded with and in the first place the votes were taken for the appointment of the Rector of St. Joseph's Highgate. After the second scrutiny the secretary declared the election of the V. R. Mr. Michael of the Sacred Heart of Mary. At 11-30. the Fathers grateful to Providence for the assistance so manifestly vouched to them in their labours closed the session with the usual prayers. The community were then summoned to the Chapter room when the elections already made were published. All then paid their obedience to the New Provincial and afterwards proceeded to the church were as usual on such occasions the "Le Deum" was sung and Benediction of the Most Blessed Sacrament given.

The Capitular Fathers assembled for the second session on the morning of Monday July 4th at 9 6 clock. After the opening prayers the V. R. Mr. President handed in a copy of the kapal rescript establishing a second noviciate for this province in Goullurn, Australia. He next confirmed in office the

Third Session
In the afternoon at 4. P. M., the chapter again assembled. The session commenced with the usual formalities and the Fathers at once proceeded to the election of the master of Novices for the novicial of Soulborn, Australia. On the first scrutiny the V. R. I. Marcellus of the Mother of God was chosen and the election canonically published. In like manner on the first scrutiny the V. R. I. Alphonsus of the Blessed Virgin Mary was elected Rector of the Presentation Soulborn.
The capitular elections being thus happily concluded the Fathers adjourned for a short time to allow the Provincial and his consultors to appoint superiors of Paris Glasgow and Carmarthen. On their return after adjournment it was announced the V. R. I. Gerard had been appointed Superior of Paris the V. R. I. John Mary. Superior of St. Murgo's Glasgow & the V. R. I. Placid of St. Iranjs Carmarthen.
The Fathers then passed to discuss the question of the new foundations which have been established in the Province during the last three years and also that of the foundation offered to our congregation in Manchester by his Lordship the Bishop of Salford. The venerable chapter viewed with satisfaction the speed of the order by these foundations and expressed awarm confidence that each one of them would become a centre of real and activity in the work of the conversion of England, an object ever dear to the religious of this Province as it was to our Holy Younger St Paul of the Cross. It was recommended that as far as practicable the mission of Gresham should be worked supplied from Broadway and the mission of Stuby from Carmarthen. The session closed at 6.30 p. ch.

IV. Session.
The next session opened at 9 a. m. of July 8th. After the cus-
tomary prayers. The V. R. H. Basil of W. Sohn the Evag. was summoned.

to the chapter noon. When the V. R. M. President announced them his election as Mector of Section, Mr Basil having signified his acceptance was confirmed in his office.
The Generalle Chapter after due discussion resolved that a Jamaican committee consisting of the V. R. Ms. Michael Dominic Authory and John Mary be appointed to inquire into and sell information from competent sources as to the best means of reducing the debts of the Province and that they meet meet at stated times and report to the Provincial and his consultors. The chapter while it recommended to the local superiors the exercise of the greatest charity towards their subjects in the matter of food & clothing at the same time relies upon the good well and united efforts of all the religious to cooper co-operate with their superiors in curtailing as far as possible the expenses of our houses so as to lighten the heavy burden of debt which weighs upon the Province.
The chapter declares that the decrees made in previous Chapters prohibiting the religious to visit other houses of the Province are still in force and are to be observed. The session closed with the usual Prayers at 12 noon.
Third Session.
The Capitular Mathers again met in session at 4 P. M. of the same day. after thoughtful explanations After mature and thoughtful deliberation, being convinced that in these countries the use of Spiritual Drinks is the cause of untold into to both body and soul, they rejoice and highly commend the conduct of our brothers who of their own free will, for the honour of God and the edification of their neighbour, have followed the example of many Gealous Bishops and Presb. by abstaining totally from the use of intorticating drinks as a practical mark of their approbation, the majority of the Capitular Mathers declared their resolution of joining the rather of total abstinence in honour of the sacred Thirst of our Lord Serm on the Cross. It promoted the same good cause the Generalle Chapter had hereby decreed.
Decree.
That hereafter no intorticating drinks shall be allowed to any of our religious part of meal time except in case of illness. Moreover it declares,

Therefore it declares that any permanent dispensation from this decree must be obtained from the IX Provincial in writing and furthermore it renews, as it as the power to renew the penalty of suspension inflicted in the IX Provincial.

Chapter on those missioners who either going to or returning from so well as or missions drink spirits before dinner, declaring that by dinner is understood a meal taken after mid-day. Moreover the use of spirits on missions offers dinner is allowed only by the superior to be granted. This question

Night Session.
This session opened with the customary prayers at 9 a.m. on July 9th. The chapter after serious discussion thought it necessary to recommend to the Provincial that those prescriptions of our regulations and of the recent benevolent chapter in regard to the students be strictly observed, especially to the course of studies. Strict discipline, moral training and time for admission to Sacred Orders. The chapter also ordained that the Ecclesiastical tomours as regulated by the council of Palengia and prescribed by our Aby-Pab should be worn by all our spirits and clerics. Having discussed other important matters for the future guidance of the Superiors the session closed at 12 noon.
Seventh Session.
The last session of the Chapter opened at 4 P. ch. on July 9th. The Chapter earnestly recommends that the Provincial each year in the month of July, assemble all the Superiors in one of the Retreats of the Province for the purpose of making together the spiritual exercises and also consulting upon the financial and and other questions relating to the well-being of the Province.
These matters having been agreed upon the 9 P. Mr. President then interrogated each of the Capitular Pathers, of they had anything further to purpose for the consideration of the Chapter. Having been answered in the negative he then in the name of the Most Rev. Prov. General confirmed the elections of the various Rectors and Masters of Novices.
The 9 P. Mr. Gregory Provincial then proposed a warm note of gratitude to the 9 P. Mr. President for the patience. Charity and freed ability with which he presided over the Chapter and for the practical assistance

The Gathers then passed, to discuss the question of the new foundations which have been established in the Province during the last three years and also that of the foundation offered to our congregation in Tranchester by his Lordship the Bishop of Salford. It was recommended that as far as practicable the mission of Evesham should be worked supplied from Broadway and the mission of Dubly from Carmarthen. The session closed at 6-30 p. ch.
IV. Session.
The next session opened at 9 a. m. of Dubly sth. After the customary prayers. The V. R. I. Basil of the Italy Young. was summoned.

to the chapter noon. When the V. R. M. President announced their his election as Metropolitan President having signified his acceptance was confirmed in his office.
The Generally Chapter after due discussion resolved that a Generally Committee consisting of the V. R. M. Michael Donning Authory and John Chary be appointed to inquire into and sell information from competent sources as to the best means of reducing the debts of the Province and that they meet meet at stated times and report to the Provincial and his consultors. The chapter while it recommended to the local superiors the exercise of the greatest charity towards their subjects in the matter of food & clothing at the same time relies upon the good well and united efforts of all the religious to cooper co-operate with their superiors in curtailing as far as possible the capacities of our houses so as to lighten the heavy burden of debt which weighs upon the Province.
The chapter declares that the decrees made in previous Chapters prohibiting the religious to visit other houses of the Province are still in force and are to be observed. The session closed with the usual Prayers at 12 noon.
Third Session
The Capitular Mathers again met in session at 4 P. M. of the same day after thoughtful mature conviction. After mature and thoughtful deliberation, being convinced that in these countries the use of Spiritual Drinks is the cause of untold wills to both body and soul, they rejoice and highly commend the conduct of our brothers who of their own free will, for the honour of God and the edification of their neighbour, have followed the example of many generous Bishops and Presbyters, by abstaining totally from the use of intorticating drinks as a practical mark of their approbation, the majority of the Capitular Mathers declared their resolution of giving the marks of total abstinence in honour of the sacred Thirst of our Lord Sermon on the Cross. It promoted the same good cause the Generally Chapter had hereby decreed.
Decree
That hereafter no intorticating drinks shall be allowed to any of our religious part of meal time except in case of illness. Forever it declares

Chapter on those missioners who either going to or returning from as well as on missions drink spirits before dinner, declaring that by dinner is understood a meal taken after mid-day. Moreover the use of spirits on missions after dinner is allowed only by the superior to be granted. This question
the session came to a conclusion at 7 P. ch.
Sixth Session.
This session opened with the customary prayers at 9 A. m. on July 9th. The chapter after serious discussion thought it necessary to recommend to the Provincial that those prescriptions of our regulations aut of the recent General chapter in regard to the students be strictly observed, especially to the course of Studies. Spirit discipline, moral training and time for admission to Sacred Orders. The chapter also ordained that the Ecclesiastical tomours as regulated by the council of Palerngia and prescribed by our May Paul should be worn by all our spirits aut clerics. Having discussed other important matters for the future guidance of the Superiors the session closed at 12 noon.
Seventh Session.
The last session of the Chapter opened at 4 P. ch. on July 9th. The chapter earnestly recommends that the Provincial each year in the month of July, assemble all the Superiors in one of the Retreats of the Province for the purpose of making together the spiritual exercises and also of consulting upon the financial costs and other questions relating to the well-being of the Province.
These matters having been agreed upon the 9 P. M. President then interrogated each of the Capitular Rathers of they had anything further to purpose for the consideration of the Chapter. Having been answered in the negative he then in the name of the Most Rev. Pr. General confirmed the elections of the various Rectors and Masters of Novices.
The 9 P. M. Gregory Provincial then proposed a warm note of gratitude to the 9 P. M. President for the patience. Charity and freed ability with which he precides over the Chapter and for the practical assistance

Having been answered in the negative he then in the name of the most Rev. M. General confirmed the elections of the various Rectors and Masters of Novices.
The 9. Rev. M. Gregory Provincial then proposed a warm note of gratitude to the 1. Rev. M. President for the patience. Charity and freat ability with which he presides over the Chapter and for the practical assistance given by him in its deliberations. This note having been enthusiastically given by acclamation. The President briefly replied expressing his edification at the earnest spirit shown by the members of the Chapter.

was the advisability of admitting to Holy Orders two Presidents of the Retreat who had failed in their examination at the Archbishops House. These students were called in and examined by the V. R. F. President and the V. R. F. Wilfrid.
A Telegram was received from the Most Pr. F. General conveying to the Chapter the besting of our Holy Father Leo. XIII and the expression of his own paternal affection. The financial condition and the prospects and work of the houses of the Province were next considered. The conference cuded at 12. noon.
South Conference.
On the afternoon of the same day the reading of the financial statements by the Rectors was continued and other matters connected with the well-being of each Retreat were inquired into.
Fifth Conference.
The Fathers assembled at 9. A. M. on Saturday July 5th. After the opening prayers the V. R. F. President called attention to chronicles of the Province written by the R. F. Salvau, and by him presented to the Chapter, the Fathers wished to record their thanks to the Pr. F. Salvau for his deligence in preserving some account of many notable events connected with the establishment of this province. The V. R. F. Daniel Superior of St Brides Deuly was called and gave an account of the financial state of that Hospice and of its future prospects. The rath "De secreto servando" was then taken by all the Capitular Fathers after which followed the discussion on the merits of those enjoying the passive voice. The meeting dissolved at 12-45. P. M.
At 3 P. M. The Capitular Fathers together with the religious community assembled in the Choir to recite Vespers after which the V. R. F. Wilfrid on the test from St. Paul to Timothy. "O Timothy keep the deposit of Rath ..... Attend to thyself and to Doctrine, be earnest in them for thus thou shall both save thyself and them that hear thee."
He expressed the pleasure of the whole Order to-day at the state of the Auglo Reternian Province; how in it is preserved intact the deposit received from St Paul of the Cross and how the religious ought to pray to the Holy Spirit to find superiors who will attend to themselves and to doctrine & be in earnest and thus continue to preserve the observance of our Holy Pulse intact.
