Held in Il Sarrours Retreat - Broadway Worcester Mrs. from 24th June to 29th June 1875. --- Page 2 --- J. L. P. 1845: Act and Decrees of 7th Provincial Chapter of the Auglo Riberman Province of the Congregation of the Most Holy Cross and Passion of Our Bord Jesus Christ, under the title of Lt Joseph. Held in the Reheat of Lt Laviour Broadway, Worcestershire. June 1845. On the 79th day of March, the Very Revd He Bernard of the B. W. M. Provincial, issued to all the Superiors of the Province the usual Convocatory letter, calling upon the Capitular Fathers to assemble at Lt Laviour Retreat, Broadway, on the 21st June in order to assist at the Lidium in preparation for the Chapter summoned for 24th June. Subsequently at the suggestion of Very Revd He Lyone of Lheluthony 1st Consultor who was deputed by the Most Revd He General to preside at the Chapter, the Provincial invited the Capitulars to assemble on Friday 18th June in order to have extra time to consult together regarding administrative uniformity in all the houses of the Province and privacially in Keeping the accounts of Parochial propety so as to meet the requirements of recent Lyrodical decrees on this point. All the Capitular Fathers were found at Broadway on the oppointed day, except Very Revd He Nicholas Rector of Playour who was unavoidably detained, but arrived on Saturday 19th on --- Page 3 --- which day the Copitelars at 12 past 9 o'clock a.m. There were present the following Lathers The Very Next Le Lugene 1st Consultor & President - .. . . Paris - .. . . Gabriel of the Aumunication - .. . Master of Novices There was also present at this and all the preluminary meetings the Very Next Le Bernardine of the H. of Mary. Superior of the Marijs Release Raboune Primingham After lengthened consultation, two commissions were appointed, one to examine & report on the domestic administration, & to prepare and submit a form of book and method of book-Receiping to meet the requirements of the XIV Decree of the IV Provincial Council of Westminster. This Conference closed at 12 o'clock with the prayers customary on the occasion. 2nd Meeting At 4 o'clock p.m. the above-named Lathers reassembled to receive the report and suggestions of the Comission appointed in the morning eetting. Two forms of books were submitted and one selected to be however, improved & adopted to our particular wants & afterwards submitted to the Chaplin for adoption. This second meeting concluded at 6 p.m. with the usual prayers. --- Page 4 --- First Preliminary Meeting. On Monday June 21st the first preliminary meeting was held. The Capitulars assembled in the Chapter Room at 9.30 am. The President having leited the usual opening prayers presented his pagella of delegation from the Most New Fr General appointing him his Delegate to preside at the present Chapter. The Very New Fr Aphonsus was apported Secretary for the preliminary meetings. 1 The Secretary lead the aforesaid delegation.2 The Provincial, the Romancial Consultors, and the Nectors delivered up the leads of office.3 The Nectors gave in their "Letterae Palentes"; the Certificati of due celebration of Masses; Certificate of Custody of Archives; Inventory of their Retreat and Churches, and abstracts of administration. The President then announced that he had received from Pone a dispensation for the election of Nectors a second time notwithstanding the secondium. The Secretary lead this and Papal dispensation obtained through the Secretary of the Corporation of Bishops and Repulars. The President also announced that a Papal dispensation has been obtained for the Re-election of the Maskie of Novies notwithstanding that he required two months of the repures age of the Corporation. And finally the plad intelligence that the Holy Father had been pleased with the Chapter and --- Page 5 --- assembled Fathers, which blessing was that Day transmitted to them by Telegram. The Very Red Fr Alphonsus 2nd Prominent Committee who supplied the place of the late lamented Nestor of Belfast-Very Red Fr Joseph of Arbernard, suice his death, represented that house at the Chapter and handed in the seal and usual document. The remaining time of this conference was spent in the examination of the abstract of administration until 12 o'clock when it closed with the usual prayers. 2nd P. Conf. Monday 3 1/2 m. Second preliminary conference The Capitular Fathers together with the Superior of Barbone assembled at 3 p.m. The Conference spent with the usual prayers. They were occupied during the whole of this conference with the examination of Book of administration & the discussions of matters of finance. The Conference closed with the usual prayers at 5.45 p.m. Third Pr. Conf. The Suesday 22nd June, the before-named Fathers assembled in the Chapter Room at 9.30. After the opening prayers, the "Votum de Secreta Servanda" was colemnly taken by all present; after which the merita & demerita elycudorum was discussed each of the Fathers present leaving the Chapter Room in his turn begging with the Very Red Fr President, afterwards the Prominent & so on to the last. This Conference concluded more solitely 12.13 --- Page 6 --- Sermon Immediately after Keipers, Very New To President addressed to the Capitular Lathers & the religious assembled in whoie an exhaustive and moving sermon on the duties of Superiors & subjects. He took for his tests the words of St Paul: "Attendite vobis et universo prese". After lucidly demonstrating that in the order of nature there is no inequality amongst the children of men, he clearly showed that in Religion there is no inequality: "With the Almughty hereis no exception of persons. An inequality did exist but & at inequality arose from the nature of society: in truth, neither civil nor religious society could subsist if there was a perfect equality; if all were upon the same footing and made pendent of each other. Whereas, measurement of the wise arrangement of Providence & the establishment of different states and Conditions in the world and Religion all were closely united together by the ties of mutual dependence and subordination which enjoye them to serve one another as members of the same body & children of the same great family of which God is the common Lather and sovereign Lord and Master. From the premises the truth was shown that all authority which lawful superiors have over their subjects, be it in the world or religion, is from God. Hence followed the essential duty of every Religious subject towards their superiors, not only outwardly in their actions and words but also inwardly in their hearts. Those duties thorpreacher --- Page 7 --- placed before the assembled religious with admirable clearness and teaching effect. Then turning to the duties of superiors towards their subjects, he said this was a grave and momentous subject at all times, but more than over so at that time I under the circumstances that has brought them, the superiors, together on that day from all the houses of the Province viz the Provincial Chaple for the election of superiors. The allowise and just providence of God has so disposed that the places most elevated should be the most difficult & delicate & the flatterup power of commanding should be tempered by the great obligations inseparably united to authority. In fact what are superiors but upper servants and stewards themselves, who shall be called one day to a strict account of their stewardship if they abuse their authority or do not exercise it for the good and great and for which it is given to them "Ecce ess super pastores et repuirans meum de manu epsorum animam pro anima" Appon each of the duties of superiors he developed peculiarly; - 1st Holiness, personal sanctification, "Promotion Rediculus est" says St Thomas "perfectionis magistrum fieri qui perfectionem per separantum non novit." 2nd Prudence and Knowledge. Sors artium repuirem animarum. 3rd Geal "Qui non gelat non amat" (Schysteri). 4th Holy Cample. Superior should make himself to his subject as the Lecturer describes. "Ecumplum bonorum operum in verbis, in Acantale, in conversatione, in fide." --- Page 8 --- After attending restations to superiors and subjects on the maintenance of Puls & Nelysies discipline he concluded - Happy, happy the Superiors who thus govern their communities theirs shall be a double cave, acrown of joy and honour in a well regulated happy community in this life, & acrown of glory in heaven, according to the prophet Daniel, "Those who instil vertues, inte many sustruet them in the science of Evaluation shall shine like stars before the throne of God for perpetual eternities". He concludes with a tender appeal to the Superiors and subjects to walk worthy of their vocation to which we are called, to live up to its spirit in charity which is the bond of perfection considering each other as children of the same family, actuated by the same views, working for the same aid, following the same rules & closely united in the bonds of charity having but one heart and one eart in the Lord. "I guarantee expressed habitane fratres in unum" Those good and pleasant it is for brethren to dwell together, in unity." 4th Pal. Conf.. Immediately after the sermon the before named Fathers assembled in the Chapter Room where the "discussion mentioned" was continued. This Conference concluded with the usual prayers at 6:30 p.m. 5th Pal. Conf. The Capitular Fathers and the Superiors of Harbour assembled at 9:30 a.m. when the matters for discussion at the Chapter were proposed notes thereof being taken by the assembled Fathers in order to give time for due deliberation. This Conference concluded with the usual prayers at 12 o'clock. --- Page 9 --- 6th Prel. Corp. At 4 o'clock p.m. the last preliminary conference was opened with the usual prayers. Some further matters were proposed for discussion at the Chapter, and the ministers for the High Mass of the following morning being appointed by the President; the conference closed with the accustomed prayers at 5.30 p.m. Thursday 24th June. Solemn opening of the Chapter. At 4 o'clock a.m. Volume High Mass was celebrated by the Very Presb. Tr. Bernard, Provincial, at which all the usual ceremonies were observed. At 10 o'clock the entire Community assembles in the Church when the Very Presb. Tr. President vested in surpluse and stole and carrying the Holy Crucifix into the "Verella Regis". The usual procession was then formed and all proceeded to the Chapter Room, where the Rhyme being concluded the usual prayers were sent by the President; and those not entitled to vote in the Chapter were dismissed in the usual form "Heart ceteriomnes et consistant electores comitionus". Illroutis The President then made an allocation in later to the assembled Capitular Fathers from the text "Charters Christi propt nos; The adress was "et iuris corde" deeply impressing all with the weight of responsibility under which they were assembled & propried them to turn and keep their minds theory friends on God the Father of Light & the giver of every good and perfect gift. Omne datum optimum et omne domum perpetum decendit." --- Page 10 --- The names of the Capitular Fathers being called by the Secretary there were found present; and each in their term answered "Adminis- ter." Having entered and sung the Ryma "Veni Creator" with the usual prayers, the President underrogated the assembled Fathers in the usual form whether they considered this chapter as legitimately and Canonically assembled so that they might proceed to it; its celebration. Being answered in the affermative by all, he then made the usual protestation "de non excludendis habilibus et non admittendis inhabilibus". The Father Provincial with a Cross on his shoulders and a rope around his neck humbly said alipa in the name of all to the President who then gave absolution to all pour censures &c, as cantelan. Afterwards the Provincial gave the absolution in the same --- Page 11 --- manner to the President himself. The Occase of the Roly Office was then read. The Capitulars then proceeded to elect a Secretary. The choice fell upon V.R. Le Alphonsus of the B. V.M. Le Alphonsus two serviticeers were elected, the choice falling upon V.R. Le Aurelius of the Assumption 1st Servit, and the V.R. Le Dionysius of the Purification 2nd Servitices. Before proceeding to the elections the President made the following announcement. 1st From a letter received from the Most Read General dated April 25th present-year I copy the following. "For grace reasons & without any fault of the Rector or Community the house of Paris ceases to be a Rectorate, and the new superior is not to be elected in Chapter but appointed by the Provincial. 2nd In virtues of powers received received from Le General we can elect a Rector for the House of Harborne which has had until now only a superior. Election of Provincial The Chapter then proceeded to the election of the Provincial. At the 9th serviting the choice fell upon the Very Read Le Buyeux of the Authory. The Secretary having obtained the place of the Chapter framed & published the decree of his election in the following terms. Ego Alphonsus de B. V.M. monine mes et omnium elegatium mihi consentientium, invocata gratia Spiritus Seti, eligo in --- Page 12 --- prepositum provincialem huius Provinciae Seli Josephi nostrae Congregationis Clericorum excalceatorum Ismael Crucis et Passionarius D.N. J.C. Admodum Rev. Patrem Eugenium a Sancto Antonio, et electum prominentis et coram obis publico. Ne nomine Patris et Filii et Spiritus Laudi Amen. The Bells were then myng when the entire community hastened to pay the usual act of homage and obedience to the newly elected Provincial. It was a touching seeme to witness the goy and alarmy with which they gathered round the Patriarch of the Province who notwithstanding his age and infinities had once more for the love of the Congregation bent his choulders under the heavy burden of the Provincialate. Deep emotion filled all & moved many present to tears. When the ceremony was over all proceeded to the Church at 11.45 a.m. when the B. Sacrament was exposed, a Colum "Le Demm" was myng & benediction was given by the newly elected Provincial. 2nd Division. Election of the 1st Provincial Consultor. At 1/past 3 o'clock p.m. the Capitulars again assembled. After the opening prayers had been rected by the President they proceeded to elect a 1st Provincial Consultor. At the 21st serving the choure fell upon V. Reid F. Alphonsus of the B. V.M. The Secretary being himself the official elected to this office the decree of his election was framed by the first sentineer V. Reid F. Alphonsus of the Assumption and published by him in the usual form after the placet of the --- Page 13 --- Chapter has been asked and obtained. Election of 2nd Provincial Consultor. The election was proceeded with & after seven the required number of votes not yet having been obtained, the usual prayer was received by the President and the session closed at Yockett. 3rd lession 25 June. The Capitulars assembled at 9.30 a.m. After the Customary prayer, the election for second Prov. Consultor was continued. At the 1st passing of the ballot which was the 8th Senting Very Revd H. Bernon of the B.V.M. was elected to the office. The Secretary obtained the placet of the Chapter & then framed & published the decree of election in the usual form. Election of Master of Novices. The Chapter then proceeded to elect a Master of Novices. At the 1st Senting the Choice fell upon the Very Revd H. Gabriel of the Annuncation. The Secretary obtained the placet of the Capitulars & then framed & published the decree of election "more edito." Highpate Election of Rector & Joseph's Retreat Highpate. The Chapter proceeded to the election of a Rector for & Joseph's Retreat Highpate. At the 1st Senting V.R.F. Anselm of the Bismuntion was elected to this office. The Secretary obtained the placet of the Chapter and framed and published the decree of election "more edito." Broadway Election of Rector. St Saviour's. The Capitulars proceeded to elect a Rector for the Retreat of --- Page 14 --- Harours Broadway. At the 1st Serating the choree fell upon V.R. H. Raymond of Schorpins. The Secretary obtained the place of the Chapter, and framed and published the decree of election "more solito". Sutton. Election of Rector St Anne's Sutton. The Capitulars proceeded to elect a Rector for St Anne's Retreat Sutton. At the 12th Serating V.R. H. Domine of the Records Blood was elected to the office. The Secretary having obtained the places framed and published the decree of election "more solito". Dublin. Election of Rector St Paul's Retreat. The Capitulars proceeded to elect a Rector for St Paul's Retreat Dublin. At the first Serating V.R. H. Domine of the Annual Mt. Mary, was reelected to the office. The Secretary obtained the places, framed & published the decree of election. Glasgow. Election of Rector St Mungo's Retreat. The Chapter then proceeded with the election of a Rector for St Mungo's Retreat Glasgow. At the 4th Serating V.R. H. Bernardine of the 4th of Mary was elected for this office. The Secretary having asked the places it was supposed that being in the Retreat he should be called to the Chapter room before framing the decree of election which was accordingly done. He declared his inability to undertake so heavy an office & tendered his resignation which was accepted by the Resident & Capitulars. The Session closed --- Page 15 --- at 11.50 a.m. 4th Lession. At 3:30 the Capitulars reassembled. The President after reciting the opening prayers announced that having the placet of the Most Read He General he had decided with the consent of his consultors to appoint a superior "as unterine" for A. Munjos Retieat-Hasgoro. They might therefore proceed with the other elections. Belgast: Election of Dector. Holy Cross Belgast. The Capitulars then proceeded to the election of a Dector for Holy Cross, Belgast. At the 2nd Certifying U.N. Pies of the A. Chort was elected to fill that office. The Secretary obtained the placet framed and published the decree of election more solito. Harborne: Election of Dector A. Mary's Retieat-Harborne. The Chapter proceeded to the election of a Dector for A. Mary's Retieat-Harborne. After nine scrutinies (the hour being half past five) half an hour's interruption was granted by the President; the secretary being refaged in writing. At six o'clock the scrutinies were resumed; after the 27th Certifying the necessary number of votes not having been obtained, the President closed this 4th Lession with the Customary prayers. 5th Session. At 4:30 a.m. the Chapter assembled for the 5th time. After the 26th session opening prayers had been recited by the President, the election for the Retieat-at-Harborne was resumed. After the 30th Certifying --- Page 16 --- the required number of votes not having been obtained & no hope of agreement appearing the Very Revd H President announced as follows: "leaving that is no way of agreeing in the election of a Rector for the house at Harboure, thereby declare that the said house shall be left as it has been hitted without a Rector but having only a Superior ad interim et abitrium Provincialis pecta regulas." The President has confirmed the elections made in the following terms: "Facultati mihi concessa ab admodum Reverendissimo Patri Generali si nomine epis confirmo omnes electiones factas Rectorum & majstra novitiorum. In nomine Patris et Filii et Spiritus Saueli. Amicus Appontment of Superiors for St Josephis Paris, St Munjos Glasgow & St Marys Harboure. The elections terminated. The Very Revd H President: Provincial held a Consultation with his Consultors & declared the following appontments "Completis omnibus Capitularibus electionibus, epo Superius a Saueto Autonomo Praeses & Provincialis electis, audito consulis meorum Consultorum deligo & constituo Superiores ad interim." Paris Pro domo vel hospitis Parisiensis, Admodum Rev Patrem Dionysium a Purificatione Glasgow Pro domo Glascoviensis St Munjo Ad: Rev. P. Raphaelem a Corde Jesu. Harboure Pro domo Birminghamensi seu Harboure, Ad: Rev P. Bernardium a Corde Mariae. --- Page 17 --- The Capitulars then entered on the discussion of those questions and subjects of which notice had been given at the preliminary conferences. A four of book was approved for the separate account of administration of the Churches quasi parochial which are attached to nearly all our Retieats in this Province. All the Rectors and Superiors of Retieats houses where they have the care of a secular Coupegation are to provide one of these books of administration. The House in Paris is also to conform to this regulation. The 5th lesson closed at 11.40. Late Lesson. The Chaplin assisted at 4 o'clock p.m. The session opened with the usual prayers. The Regulation made accd hitherto observed by which the proceeds of missions went exclusively to the houses of study as hereby resided; henceforth the old custom is to be observed, viz. that the money received for missions the profit arising from the sale of mission books, after deducting travelling and other expenses shall be equally divided among the labourers, each one to bring his share to the Rector or Superior of the house of which he is "de familia". All the Rectors and Superiors of Houses are to send to V.P. the Provincial in quarterly instaluments the greater of £50 per annum Paris to pay one hundred pounds. This fund for the help of the houses of study shall be at the disposal of the Provincial. The houses of study and noviciation are encircled from this regulation. --- Page 18 --- which is made for one year only and to be continued or changed as the V.P. In Provincial sees good. This session terminated at half past 6 o'clock with the usual prayers. up the Session. 2d June. The Capitulars assembled in the Chapter Room at 9.30 a.m. The President recited the usual opening prayers. It was decided that at the present moment a sufficient number staff of Religious could not be spared from this Province for the foundation of a house of Retreat in the Diocese of Maittaud, Australia. For the present this offer of a new foundation must be declined. New Foundation Diocese of Asshaw. The information the Chapter possessed regarding this new foundation was too vague and incomplete. The matter is referred by the Chapter to the Provincial and his Consultors. The important question of uniformity in material for the clothing of the Religious dress occupies the attention of the Chapter. The desirability of having one procurator & one common depot from the houses could obtain a supply has long been felt; since not only would this insure uniformity when at present there exist diversity, but it would have superiors much trouble & finally would prove a pecuniary benefit to the province. The V.P. In Alphonsus of the B. V. M. 1st Pro. Cons. was appointed to this provisional office with power to take the necessary steps to find the where the different materials can be had best and on the best terms. Rectors and Superiors are to apply to him when they require for their communities; - 1st Habit cloth. 2nd cloth for secular clothing --- Page 19 --- 8th Lession. 28 June. 3 Haunt for shirts. 4 linen for drawers & Pocket handkerchiefs. The Capitulars assembles at 9.30 a.m. The President reckles the printed prayers. Percised tariff of Prices &c. The following is the revised tariff of prices agreed upon by this Chapter for the different articles of clothing required by religious when passing from one house to another, according to the prescription of Republication No 2 of Compendium of Decrees &c. Superior should be very careful to have a perfect understanding on this point with one another so that if at any time a question arises in this matter it should be settled annexably between the superiors themselves and decided by them without discussion or other intervention of the Religious concerned which can rarely be permitted without injury to holy charity, detraction & loss of esteem for Superiors. 9th lession 28th June This lession opened more solito at 4.30 p.m. & was principally accepted with arrangement between Superiors & minor matters which have no necessary place in these acts. Amongst the most important were 1st the rearrangement of districts for begging or questing in 2nd that it is the duty of Superior of every mission to provide in time by himself or through another the Mission Cross and Mission books. 10th lession and last 29th June This 9th lession closed with the usual prayers at 5.30 p.m. This last session assembled at 10 o'clock. After the usual prayers the president interrupted the Capitulars whether they had anything more to propose and they all answered in the rejection. Nothing remained but to go through the due forms of in conclusion of the Chapter. The lecturer read through the acts of all the preceding meetings & lessions which were approved of by the Capitulars. --- Page 21 --- The General Chapter could not bring their Capitular labours to an end without expressing their heartfelt gratitude to the Supreme Printer our Mr Father Prins IX for having designed to send his Apostolic blessing to the Chapter at its opening. They rarestly entreat our most God Ye General to convey to his Molieus the expression of their profuse gratitude for their mark of his Paternal solicitude, and to assure him of their deep sympathy and condolence in the sorrows that fill his afflicted heart in the midst of the civils the Church now suffers in these calamitous times when the prediction of the Royal Prophet is but too truly verified:—"Articular-Responsive Sprucipes convenent in unumanerous Donum & adversus Christum epis." They shall not cease to pour forth their pervent supplication to heaven for his deliverance from the captivity he now ludies, to implore the powerful intercession of the Immaculati Queen of Beaver & of all the Faiths especially of the Moly Apostles S.S. Pelic & Paul on whose auspicious jestival they conclude their Capitular labours: that Alwright, God may grant peace to his Church & give to the afflicted Heart of his Vicar on rooth the consolation of witnessing her triumph & over the enemies which now assail her on every side. The newly elected Superiors made their profession of Gaith with heart filled with gratitude to God for the happy bormunation of their VII Provincial Chapter, the Capitulars appearing their signatures to these Capitular acts with the following declaration— --- Page 22 --- " Omnia et singula ue hoc Capitulo Prouuetali statuta, decreta et acta qua decet soedientia et reverentia, auctoritate correctione et emendatione Admodum Revdemi Patris Generalis pedicio emendanda corrigenda mutanda suspiciumos.
