Decrees of Pifih Provincial Chapter of the Anglo-Siberian Province of the Congregation of the Passion of our Lord Jesus. Christ under the title of St. Joseph held in the Retreat of St. Anne. Sutton from 15th to 17th June 1869.
3rd. Session
Decrees.
1st.
To call the attention of the Rectors and Superiors of Houses to former decrees on the subject of our Religious dining out of our houses, over the observance of these decrees they are enchored to watch with deligence.
2nd.
The Chapter reminds all the Religious of this Province of the great necessity of circumspection in treating with seculars and according to the tenor of our Holy Rules. "especially with females". Confessors are enchored to abstain from making appointments in the confessional or meeting penitents after they leave the tribunal of Penance, unless some urgent business justifies a deviation from this Rule of Prudence.
3rd.
The Priests of this Province are recommended in instructing females converts to avail themselves when possible of the services of some female capable of fulfilling this office, where this cannot be done let them give instruction in the place and at the hour appointed by the Superior.
4th.
The necessity for dispensation from the accustomed probation of our young Priests before hearing confessions indiscriminately having now in great part ceased. the newly ordained priests shall henceforth wait the accustomed to

5th.
The 6 chapter earnestly implores the Rectors to hold regularly the prescribed chapter, and examines in choir and to so arrange the distribution of work; that as far as possible all the religious shall be at home and present word on these occasions.
6th.
The 6 chapter condemns as an abuse the custom of the Religious sitting up after the hour appointed for rest, and enjoins on all the rectors to prevent this abuse, wherefore let them cause the gas to be turned off at a stated hour. Let the religious cheerfully acquiesse in this regulation even at some personal inconvenience for the Common good; since neglect in this point of observance leads to the violation of bharity, obedience, and poverty, to the neglect of Religious observance, especially the attendance at Matins and Prime; over which our Holy Rules and Regulations are so jealous.
7th.
The custom of receiting the small hours of the Divine Office "currendo" hetherto permitted at the college is to be discontinued, the entire Divine office is to be chanted in the usual tone, and at the accustomed hours as marked in the hovarium.
8th.
The 6 chapter views with anxiety the increase of debt on some of our houses and experiences great difficulty in arriving at exact information of their financial state, owing to loans, accumulating interests, outstanding debts, and current accounts, which do not appear in the expenditure of houses and instructions as kept by us:—wherefore

prescribed by the letter of Fr. John Mary - to keep a ledger, in which all debts, interests, and rents coming due shall be carefully noted down, also a household account from which it may clearly appear at the end of each month whether the income has been sufficient to meet the current expenditure or not.
At the end of every three months the said Restors and Superiors shall forward to the Very Rev. Fr. Provincial an abstract of the three months thus kept, for his inspection and that of his Consultors; so that the progressive state of each house may be clearly known, and accumulation of debts prevented by timely care: The fidelity of the superiors to this deeree will enable The Prov. with his Consultors to render help where most required and on a careful observance of it, will in great measure depend the healthy state of our houses and the good and prosperity of our Province during the term of our government.
