Acts of the Fifth Provincial Chapter of the Auglo Hibernican Province of the Congregation of the Rapson of the Lord Lesser Christ, under the title of Sd Joseph held in the Retreat of Sd Anne Satton from the 15th to the 17th of June 1869
Convocatory Letter
On the 17th day of March 1869 Our Very Red Father Provincial Eugene of Sd Authony, directed according to our Holy Male his Convocatory letter to all the Very Red Father, (Vocal) and all the Religious of the Congregation in this Province, appointing the Retreat of Sd Anne Satton on the place of Capitular meeting for this the 5th of June 1869 (4th) Chapter of the Province, and fixing for its opening the 15th day of June, He at the same time directed the Vocal Father to be in attendance at the usual preludiary meetings and Fiducium, which would commence on the 12th and continue on the 13th and 14th inst. on which days all the Clerk and Lay Brothers should be nourished with The Holy Communion - He moreover prescribed that beside the prayers which each Religious was exhorted to offer privately to God there should be recited by the entire community during the time of everying meditation. The prayers Concede Lesserman, Paterlawe and flora Fabi in honor of Sd Michael Sd Joseph and Sd Paul of the Gross together with their respective prayers —

In accordance with which the Very Red Vocal Fathers were all assembled at the appointed time except the Very Red Father Sgnature (Paoli) of the Infant Lesser, who having been appointed and having voluntarily renounced, his right of being present & giving his vote, at the General Chapter 2d Gen. Consultor, was therefore absent - Besides the Capitular Fathers of the Province there was present The Very Red F. Mermandine of the Belged Sacrament Provincial of the Belgian French Province who came, destined by the Most Red Father General to preside at our chapter All asserted at the Fiducium —

1st Preliminary Meeting
On Sunday the 13d of June at 4 o'clock in the afternoon the Capitular Father appenbled for the first time. The meeting was opened with the accustomed prayers, after which the letter of the Most Rev. Father General was read, appointing the Very Rev. Father Bernardini of the Most Holy Sacrament President of the Chapter with prows to confer in his name the election to be made.
The Provincial and his Council delivered up their Leads of office. The Rectors then littoral patents and together with the Superior of Paris all delivered inventories of their respective houses & churches, abstracts of administration, certificates of due celebration of Mapers & Receiping Archives, signed by the Mests of their respective Communities.
Each one then named such topics as he intended to propose for consideration during the preliminary meetings, for subsequent subscription to the Chapter; then first preliminary meeting terminated with the accustomed prayers at 6.15. P. 1st.
2nd Preliminary Meeting
On Monday Morning at 9.30 the Capitular Father together with their President appenbled for the second time, after the usual prayers and customary formalities, they proceeded to discuss severally the ments of those having an voice active in the Chapter. Each Capitular Father in turn, beginning with the Very Rev. Father Provincial left the Chapter Room; when the last of the Capitular returned, they then proceeded with the discussion of the ments of those having the right of passive Voice. This terminated; the financial state of our houses Dublin & Langow in particular furnished matter for deliberation which occupied the remainder of this session which closed with the usual act of thanks giving at 1/2 part 12 o'clock.

Preliminary
Meeting
On Monday evening at 4 o'clock the third and final preliminary Meeting was commenced with the usual prayers, This lesson was entirely devoted to the discussion of the means to be adopted to secure widome for the New College S' Paul Dublin an adequate indome to meet the increased expenses of so large a community and at the same time disinvite the existing debts which prep so heavily on that house, the Meeting closed with the usual thanksgiving at 6 o'clock P.M.

On Sunday morning June 15th at 4 past 7 o'clock Stenn High Map "De Spiritu Sancto" was celebrated by the Very Rev. Father Eugene Provincial, with the accustomed audient Commonal, After Men the entire Community assembled in the Church, and from there accompanied the President who was the bracifer and the Capitular Father to the Chapter room singing on the way the Lymn "Vexilla Pegas" - Having reached the Chapter Room after the usual prayer was read by the President, he then dismissed in the accustomed form all who were not entitled to vote in the Chapter; Abeart Cateri owner et consistant electores Convertorum -

The Very Rev. President then addressed the assembled Capitular on the important duty they were called on to face fil its nature, the consequences, and the manner of facefilling that duty perfectly -
Having called on the names of the assembled Capitular Fathers, there were found present the following, who answered in each in turn Addum

Having recited the Hymn Veri Creator and prayed the President interrogated the above named Capitular as to whether they considered and held the Chapter, as canonically assembled, to which they unanimously answered in the affirmative, He then made the usual protestation "De non excludendis habilibus et non admittendi in habilibus" Father Provincial then made the Caclpa in the accustomed form, in his own name and that of the assembled Fathers. The President gave the absolution from cusmer "ad Cantelam", which he the President afterwards received from the Provincial

The Chapter then proceeded to the election of the Provincial, the Voters were taken and at the first scrutiny The Very Rev. Father Eugene of S'Anthony was unanimously elected to the office, upon

which the Secretary having obtained the place of the Electors immediately paid and published the decree in the following term -

The Capitulars filled with joy at the election just made, paid him their obedience and at a signal then given the entire community hastened with faces bespeaking the joy of their hearts to perform the f same filial and reverential act, All then proceeded to the Church where the Blessed Sacrament having been exposed a solemn & Deum of thanks giving was sung and Rendiction was given by the newly elected Provincial,
The Capitulars returned to the Chapter Room and proceeded with the elections first for
1st Provincial Bourelot —
At the first secreting the Very Red Father Bernard of the Blessed Vijen Mary was unanimously elected to the office of 1st Provincial Bourelot —
Virtue of the Special Dependantion
At the first secreting the Very Red F. Bernardine of the Sacred Heart of Mary was unanimously elected second Provincial Bourelot.
At the first secreting the Very Red F. Paymand of F. Aloysies was unanimously elected Master of Novices.
At the fourth secreting the Very Red F. Lebartian

of the Most Holy Sacrament was elected Rector of the Most Holy Rebe at Highgate London.
At the first scruting the Very Red F. Alban of the Anthony was elected Rector of the Javonis Rebe at Broadway.
This first session then closed with the usual prayers of thanks giving, it being then 12.30 P.M.
2 Session
The Chapter reassembled at 3.15 P.M. after the usual prayers the Capitular Father proceeded to the election of a Rector for the Annes Rebe at Sutton, at the second scruting the Choice fell on the for whom there was also a people dispensation F. Red & Alphonse of the Blessed Myrs Many R
At the first scruting the Very Red F. Pies of the Holy Short was elected Rector of the Pauls Dublin.
At the first scruting the Very Red F. Anslem of the Resumption was elected Rector of the new Rebe at St. Mungos Glasgow.
After each election the Secretary framed and published the decree in the usual form except the election for the Annes, when the Choice falling on himself, the decree was framed and read by the first scrutineer. The President then confirmed the elections of the Rectors & Many of the name of the Most Red F. General, and the session closed with the usual prayers.

3no Lession
On Wednesday morning several of the Sapitulars being occupied preparing matter regarding the state of the Province no session was held till
3. 15 P.M.
At which home the Sapitulars appenbled; after the usual prayer considerable time was given to the consideration of our financial affairs.
The Chapter then proceeded

To call the attention of the Rectors and Superiors of houses to former decrees on the subject of our Religious dining out of our houses, over the observance of these decrees, they are exhorted to watch with diligence

The Chapter reminds all the Religious of this Province of the great necessity of circumspection in treating with Seculars, and according to the tenor of our Holy Rules; especially with females. Confessors are exhorted to abstain from making appointments in the Confessional or meeting Persistents after they leave the tribunal of permanence unless some urgent business justifies a devotion from this Rule of Prudence.
3rd
The Prints of our Province are recommended in instructing female Counsels, to avoid themselves when possible of the service of some female capable of fulfilling this office, where this cannot be done let them give instruction in the place and at the home appointed by the Superiors

The receptity for dispensation from the accustomed probation of our young Priests, before hearing of Confessions indescriminately, having now being great part ceased. The newly ordained Priests shall henceforth wait the accustomed time unless the Bronical judge it receptant to dispense from this rule

The Chapter earnestly implores the Rector to hold regularly the prescribed Chapters, and examine in Choir, and to so arrange the distribution of work, that so far is possible all the Religious shall be at home and present on these occasions

Great inconsensices having arisen from the want of a distinctive mark, in the Secular rep of our lay Brother, & frequent complaints on the subject having been made by the secular Genry. It is decreed that our lay Brother when out of the Retreat shall no longer wear the Hornar Collar of Priests, but substitute for it, a black carat or neckerchief such as and plain white Collar such as was formerly in use with our lay Brother

The Chapter condemns as an abuse the Custom of the Religious sitting up after the hour, appointed for rest, and enjoins on all the Rectors to prevent this abuse, wherefore let them cause the far to be turned off at a state's hour,

set the Religious cheerfully acquirese in this regulation even at some personal inconsense for the common good, since neglect in this point of observance, leads to the violation of charity, obedience and poverty, to the neglect of Religious observance especially the attendance at Masters and Prime, over which our Holy Rules and Regulations are so fealous

The custom of receiving the small hours of the Divine office currendd, hitherto permitted at the College, is to be discontinued, the entire Divine office is to chaunted in the usual tone, and at the accestorned hours as marked in the Horarium -

The Chapter news with anxiety the increase of debt on some of our houses & expensines great difficulty in arriving at exact information of their financial state, owing to loan, accumulating interests, put standing debts, and current accounts, which do not appear in the expenditure or income book of administration or kept by us; wherefore it enjoins on all Rectors and Sepensors besides the book of administration which is to be kept in the usual way presented by the letter of F John Mary to Keep a ledger, in which all debts interest and rents coming due shall be carefully noted down, also a household account from which it may clearly appear at the end of each month whither the income has been sufficient to meet the current expenditure or not

every three months, the said Nector Superior shall forward to the Very Mr. Falke Provincial an abstract of the three months thus Kept. for his inspection and that of his Consultors; so that the progressive state of each house may be clearly known, and accumulation of debts prevented by timely care; the fedelity of the Superiors to this decree will enable the Board with his consultors to render help where most required & on a careful observance of it, will in goal measure depend, the healthy state of our houses, and the good & prosperity of our Province during the term of our government
